“The Moroccan Foundation for the Promotion of Preschool Education” Participates in the UNESCO General Conference

The Moroccan Foundation for the Promotion of Preschool Education (FMPS) participated in the 43rd session of the UNESCO General Conference, held from 30 October to 13 November 2025 in Samarkand, Uzbekistan.

The session brought together representatives from 193 member states, set UNESCO’s overarching strategic directions, and adopted the Organization’s programme and budget for the next two years. It was also marked by the general policy debate, during which the Moroccan Foundation presented its experience in preschool education and early childhood development.

The General Conference serves as a global platform for dialogue on issues related to education, science, culture, and communication. Within this framework, the Moroccan Foundation reaffirmed its firm commitment to advancing inclusive, high-quality preschool education in Africa and beyond, and expressed its support for UNESCO’s Programme of Work for the period 2026–2029, in its capacity as a non-governmental organization officially partnered with the UN agency since 2024.

In this capacity, the Foundation stated in an official announcement that it is renewing its commitment to supporting the Organization’s priorities within the scope of its mandate. It called on UNESCO and all member states to intensify advocacy efforts for the initial and continuous training of educators, to reinforce a culture of peace and coexistence from early childhood, and to ensure sustainable financing for the development of preschool education beyond 2030.

The Foundation explained that since its establishment in 2008, and as a leading national actor in the field of preschool education in Morocco, it has been working to provide quality, inclusive, and equitable education for every child. It noted that, in partnership with the Moroccan government, it contributes to the implementation of the “National Programme for the Development and Expansion of Preschool Education 2018–2028”.

In this context, it stated that it currently manages more than 25,000 free public preschool classrooms across the country. It clarified that, in order to accompany this expansion, it has established an integrated system for the initial and continuous training of educators through a specialized training center. It has also developed a system for assessing children’s learning outcomes, enabling education policies to be built on concrete and reliable data.

The Foundation added that it incorporates educational and recreational activities into its programmes to familiarize children with modern technologies and environmental education, with the aim of developing their awareness of future challenges. It further noted that, as part of its 2030 strategy, it is implementing a digital transformation project across its entire system to enhance the quality and effectiveness of educational services.

Partnership between ANECD and FMPS

In 2023, the Arab Network for Early Childhood Development (ANECD) and FMPS signed a Memorandum of Understanding to enhance cooperation and joint efforts, particularly in facilitating the establishment of the National ECD Network in Morocco.
