The National ECD Working Group – Lebanon

In 2023, the Ministry of Social Affairs, through the Higher Council for Childhood, in collaboration with ANECD, launched the National ECD Working Group. This group brings together the ministries concerned with early childhood affairs (Ministry of Social Affairs, Ministry of Education and Higher Education, and Ministry of Public Health) alongside unions, organizations, and national and international associations operating in Lebanon.
The National Group aims to mobilize efforts for an integrated approach across all ECD sectors and stakeholders to define national priorities and advocate for the most pressing issues. This is driven by the development of a National ECD Strategy.
The Higher Council for Childhood serves as the national framework for integrating governmental and civil society efforts to care for and promote childhood development, aligning with international agreements—particularly the Convention on the Rights of the Child—in collaboration with specialized international organizations.
The Higher Council for Childhood strives to implement the fundamental principles of children’s rights to improve the conditions of children in Lebanon and safeguard their right to survival, development, and protection.
